What Current Provider Documentation Confirms
The examples below were checked against official provider documentation on July 25, 2026. Interfaces and policies can change, so inspect the live feedback notice before submitting a sensitive thread.
OpenAI: Feedback Can Include The Entire Associated Conversation
OpenAI's current guide to how data is used to improve model performance gives a direct answer for individual services such as ChatGPT and Codex. It says that when a user chooses to provide feedback, the entire conversation associated with that feedback may be used to train OpenAI's models.
That means the payload is not described as only:
- the thumbs-up or thumbs-down signal
- the answer beside the button
- the last prompt-and-response pair
The relevant unit can be the associated conversation.
OpenAI also documents a narrower business/API example with explicit controls. Its API data-sharing guide says Playground feedback sharing is disabled by default for organizations. If an owner enables it, a member can choose to share the conversation up to that point, including inputs, outputs, and uploaded files.
These two examples should not be collapsed into one universal OpenAI rule. Consumer ChatGPT feedback and enabled API Playground feedback have different account boundaries and controls. Both show why a thumbs icon should not be treated as a one-response-only signal.
OpenAI's separate content-reporting instructions also show that a thumbs-down can lead into a safety or legal reporting flow. A quality rating, a safety report, and a support conversation may follow different paths even when they begin near the same response.
Anthropic: Claude Feedback Stores The Entire Related Conversation
Anthropic's commercial-product training and feedback documentation is unusually specific. It says thumbs-up or thumbs-down feedback stores the entire related conversation, including:
- conversation content
- custom styles
- conversation preferences
- model settings
Anthropic says that feedback can be stored for up to five years and may be used for service analysis, research, user-behavior study, and model training where permitted.
The same page gives two useful limits. First, Anthropic says feedback data does not include raw connector content from services such as Google Drive or MCP servers unless that material was directly copied into the Claude conversation. Second, it says the feedback is not combined with the user's other Claude conversations.
So "whole conversation" does not automatically mean:
- every conversation in the account
- every source document a connector could access
- every raw object behind an MCP tool
It means the entire related thread and the content that entered that thread, plus the documented settings and preferences.
Google Gemini: The Scope Can Extend Beyond One Associated Conversation
Google's Gemini feedback instructions say that when feedback is submitted, the associated conversation—including the user's prompts and Gemini's responses—is added to the feedback.
The form can also let the user choose whether to include files or images uploaded before the rated response. Google says personal content Gemini retrieved from Connected Apps can also be collected with feedback.
Google's Gemini Apps Privacy Hub describes a broader case when Keep Activity is off. If the user submits feedback, Google says it can collect:
- the feedback
- context that helps explain it, including the last 24 hours of chats
- content included in those chats, such as uploads and Connected Apps data
That is materially different from "the one conversation on screen." Google also says temporary chats and chats created while Keep Activity is off are retained with the account for 72 hours for response, protection, and feedback processing. Reviewed feedback, associated conversations, and related data can be retained for up to three years after being disconnected from the Google Account.
The precise claim matters: this does not prove that every Gemini rating always sends every chat from the previous day. It confirms that Google's published Keep Activity-off feedback path can use context including that 24-hour window.
Microsoft 365 Copilot: The Package Can Include History, Files, And Logs
Microsoft's Copilot feedback documentation separates the initial click from the later submission.
Microsoft says that before submission, no data beyond the initial thumbs-up or thumbs-down choice is collected through that feedback interaction. When the user submits the feedback, standard Copilot details can include the feature in use, generation errors, and basic agent information.
If the feedback pane asks for permission and the user agrees, Microsoft says additional data can include:
- the prompt, including some system modifications and metadata
- the generated response, intermediate status text, suggestions, and citations
- the history of the Copilot chat
- files or other content used to create the answer, including content not shown in the final response
- the actual prompt sent to the model, including Microsoft proprietary content
- additional logs that may contain file content, a name or email address, an IP address, or other personal data
Microsoft says it shows preview links when possible and otherwise provides a link explaining what will be collected. Work and school administrators can restrict feedback or content samples.
Microsoft also says feedback from Microsoft 365 Copilot is used to improve Copilot, not to train the foundation models used by Microsoft 365 Copilot. That is a purpose boundary, not a payload boundary: data can still be collected for product diagnosis and improvement without being used to train a foundation model.
The Feedback Envelope: A Seven-Layer Audit
The feedback envelope is a practical way to inspect any AI rating before submitting it. Start at the icon and expand outward.
Layer 1: The Rating Signal
Check whether the click immediately submits a rating or merely opens a form.
Ask:
- Is there a final Submit button?
- Can you change the reason?
- Does choosing "unsafe" start a different reporting flow?
- Does dismissing the form still preserve the initial rating?
Microsoft explicitly documents that its initial thumbs choice can be collected before the rest of the feedback package is submitted. Other products may behave differently.
Layer 2: The Rated Response
Assume the provider can identify the answer you rated. The response may include citations, intermediate status messages, generated code, tool results, or media references—not only the final paragraph visible beside the icon.
Layer 3: The Prompt That Produced It
The provider usually needs the prompt to understand why the answer was good or bad. In tool-enabled systems, the actual model prompt may differ from what you typed because the application can add:

- retrieved context
- metadata

Microsoft's documentation explicitly distinguishes the user's prompt from the actual prompt sent to the model.
Layer 4: Earlier Conversation Turns
This is where the one-response assumption most often fails.
OpenAI describes the entire associated conversation. Anthropic describes the entire related conversation. Gemini describes the associated conversation and a broader context window in one account-setting scenario. Microsoft lists chat history as a possible relevant content sample.
Review the thread from the beginning, not only the last exchange.
Layer 5: Files And Connected Content
An uploaded file can affect feedback in at least three forms:
- the original file
- extracted or transformed content used by the assistant
- quotations, summaries, names, or numbers placed into the conversation
Unchecking an attachment does not remove file-derived text already present in the thread. Likewise, a provider can exclude raw connector content while still including material that was copied into the conversation.

Layer 6: Product And Account Context
The provider may need to know:
- model and feature
- account or workspace type
- agent identifier
- conversation preferences
- custom styles
- errors and response-generation state
- administrator settings
This context can be necessary to reproduce a problem, but it can also reveal more than the answer itself.
Layer 7: Diagnostics And Review
Diagnostic files can contain names, email addresses, IP addresses, file content, screenshots, URLs, and technical logs. A human reviewer, service provider, administrator, support team, or engineer may see part of the package under the applicable workflow.

What Is Still Unclear
Official documentation defines allowed scope, but it does not reveal everything about one individual rating.
Whether Every Submission Uses The Maximum Scope
"May include" and "can collect" do not prove that every field was collected in every submission. Account type, interface, region, device, administrator policy, and user selections can change the package.
Whether Every Rating Receives Human Review
Providers may sample, route, filter, or prioritize feedback. A published human-review path does not prove that a person saw one specific rating.
Whether The Original File Or Only Derived Content Was Included
A form may show an attachment toggle without exposing every extracted passage, retrieval result, or cached representation used to generate the answer.
Whether Deleting The Source Chat Deletes The Feedback Copy

Whether A Third-Party AI App Uses The Same Provider Rules
An app can send feedback to its own developer, an observability platform, a model provider, or several systems. Provider documentation for ChatGPT, Claude, Gemini, or Copilot does not automatically govern another app's feedback control.

It Does Not Mean Every File Is Automatically Uploaded Again
Some forms expose file and image choices. Anthropic excludes raw connector content unless it enters the conversation. Microsoft describes additional content samples as permission-based. File-derived text can still be present even when the original file is excluded.
It Does Not Mean Product Improvement Always Equals Foundation-Model Training
Microsoft says Microsoft 365 Copilot feedback improves Copilot but is not used to train its foundation models. Other providers document feedback-specific training paths. "Improvement," "evaluation," "research," "safety review," and "foundation-model training" should not be treated as synonyms.

1. Stop Before Rating A Sensitive Thread
If the thread contains client records, proprietary code, credentials, health details, legal strategy, employee information, unpublished research, or private files, do not click reflexively.
2. Read The Live Feedback Notice
Look for:

- recent chats
- files or images

Search earlier turns for names, identifiers, private URLs, file excerpts, and copied connector content. The rated answer may be harmless while an earlier prompt is not.
4. Inspect Every Optional Inclusion
Remove files, images, screenshots, or diagnostics that are unnecessary. If a provider cannot preview all collected material, follow the disclosure link before submitting.
5. Reproduce The Failure In A Clean Conversation
The safest useful feedback often comes from a synthetic reproduction:
- replace names with placeholders
- use fake dates and amounts
- reduce code to the smallest non-proprietary example
- replace the original document with a purpose-built sample
- remove account IDs, URLs, credentials, and metadata
Then rate the sanitized response instead of the sensitive original.
6. Check The Workspace Boundary
Confirm whether the account is:
- personal
- business
- enterprise
- education
- API or developer platform
- a third-party application
Administrators may disable feedback, restrict content samples, or enable data-sharing paths that do not exist in another product.
7. Record The Decision When The Data Matters
For contractual, regulated, or client-owned data, save the product, account type, date, visible notice, selected options, and policy link. Do not rely on memory after the interface changes.
